Exemplifying the operation of the Convention implementation in Argentina of the Basel Convention and related domestic laws Implementation of the Basel Convention in Argentina is channeled through the Ministry of Environment and Sustainable Development and the Secretariat for Environmental Control and Pollution Prevention, one of its objectives the formulation and implementation of a control policy, national control and environmental preservation, in addition to assisting the Secretary of Environment and Sustainable Development in the representation exercised by the National State to international organizations and international jurisdictional policy related to environmental control and monitoring in all its facets, channeling the emerging relations of multilateral environmental agreements on chemicals, chemical products and wastes signed by the country. There is also a dependent address specific call Hazardous Waste Management.This Directorate is located in the orbit of the Secretariat for Environmental Control and Pollution Prevention (SSCyFAyPC) and was established in 2007 so that, together with the National Registry of Generators and Operators of Hazardous Waste (RN) in operation since 1994 in order to comply with the Hazardous Waste Act No. 24.051 and Law No. 23,922 (legislative approval of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal). Finally, as discussed above, operates in Argentina Sudamericano Sub Center for Training and Technology Transfer in the orbit of the National Institute of Industrial Technology (INTI).Argentina and control of Transboundary Movements of Hazardous Wastes and their Disposal From the preamble to the Basel Convention’s objective is clear part of it: “(…) The Parties (…) Convinced that States should take measures necessary for the management of hazardous wastes and other wastes including their transboundary movement and disposal is consistent with the protection of human health and the environment whatever the place of disposal (…) Convinced also that transboundary movements of hazardous wastes and other wastes should be permitted only when the transport and final disposal of such wastes is environmentally sound (…) Argentina as discussed ratified the Convention on 27 June 1991, and once reached the number necessary ratifications, the said Convention entered into force on 5 May 1992.Argentina Legislation Law No. 23,922 (adopting the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal) Additional rules and Decree No. 181/92, which prohibits the entry of hazardous wastes and establishes a mechanism for authorization of non-hazardous wastes in the country are used as inputs to other industrial processes. Law No. 24.051 relating to hazardous waste.Objectives The Subregional Center for Training and Technology Transfer, is aimed at training and strengthening control structures and production of the countries of the South American region, for achieving the objectives of the Basel Convention. The Subregional Center will act as a bridge for the countries of the subregion (Argentina, Uruguay, Bolivia, Brazil, Chile, Colombia, Ecuador, Paraguay, Peru and Venezuela), through the competent authorities of the countries and the Regional Coordinating Center which is in Uruguay.
